User Policy

The rules for messages, voice notes, Trust-E agreements, calls and shared files on StateNull, provided by R-ESM LLC (Royal Enterprise Service Management). You accept this policy in the app before you can send your first message. Version 2026-07-28.2.

Who can use these features

StateNull is a professional tool for records, evidence and agreements. You must be 18 or older to use it.

When you accept this

StateNull asks you to accept this policy in the app before you can create any content that another person receives — a message, a voice note, a Trust-E agreement, a call, or a shared file. If you decline, you can still use the rest of the app, sign out, read this policy, contact support, and delete your account.

This policy sits alongside our Terms of Service and Privacy Policy. If we materially change the rules below, we publish a new version and ask you to accept it again.

Why we do not scan your messages

Your conversations are end-to-end encrypted. The encryption keys exist only on the devices of the people in the conversation — StateNull does not hold them, and our servers relay ciphertext they cannot read.

That is a deliberate design choice, and it has a direct consequence for moderation: we cannot scan your messages, and we do not. Moderation on StateNull is report-driven. We act when someone tells us something is wrong.

What happens when you report something

Because we cannot read your conversation, the only way a person at StateNull can review reported content is if you choose to give it to us. So the report screen asks you to pick exactly which items to include, and shows you the list before you send.

The items you tick are decrypted on your device and sent to StateNull in clear text, so that a person can read them, review your report and take action.

The fingerprint lets us show that the material we reviewed is exactly what you sent, unaltered. It does not prove that the underlying allegation is true — that is what the review is for.

What we can do about a report

Depending on what we find, we may warn the account, suspend it, or terminate it. Where the content sits on our servers we can stop serving it. Reports are handled by authorised StateNull staff, and opening a report is itself recorded in our audit trail.

What we cannot do

We want to be straight about the limits:

Blocking

You can block any account from the conversation menu, from their profile, or from Settings → Privacy & blocking, where you can also unblock.

A block is enforced by our servers, not just hidden in your app. A blocked account cannot send you messages or voice notes, start a Trust-E agreement with you, call you, add you to a meeting, or start a new conversation with you. They are not told that you blocked them. As above, blocking does not remove anything already delivered to their device.

How to report and block in the app

Every report gives you a case reference. Keep it if you want to follow up.

How long we keep a report

A report, and any clear-text material you chose to include in it, is kept for 12 months and then deleted. Deletion is automatic and enforced by the system, not done by hand.

The one exception is a case placed under legal hold — for example where it is needed for an ongoing safety or law-enforcement matter. A case under hold is kept until the hold is lifted, and putting one under hold is recorded in our audit trail.

If you delete your StateNull account, the reports you filed are deleted with it. Reports filed about you are kept, with your account reference removed — deleting an account must not erase the record of abuse reported by someone else.

If we act against your account

If we suspend or terminate your account for a breach of this policy, you can ask us to look again by writing to media.supply@statenull.com with your case reference. A different reviewer will re-check the decision where that is possible.
